SBO offers two online HIPAA courses (Important: You only need to complete one of the courses below, NOT both):

This online course, which takes approximately one hour to complete, provides employees with information on HIPAA (Health Insurance Portability and Accountability Act) and their responsibility for guarding Protected Health Information (PHI) and enforcing regulations. All human resources, benefits and payroll staff, as well as all other employees who have access to PHI, are required to complete this course every two years. HIPAA training courses (online or in person) sponsored by organizations other than SBO will not satisfy this requirement. Please note: Any change to the Federal HIPAA regulations may require you to complete an updated version of the online course prior to your two year timeframe. You will receive notification if this occurs.

The State of Delaware's Group Health Insurance Program (GHIP) is considered a covered entity, meaning that the workforce of all organizations who participate in the GHIP are subject to HIPAA requirements. The State of Delaware is required by law to provide HIPAA training to all those covered under the organizations, whether State or participating groups, who have access to PHI as a part of their job-related tasks and functions. PHI includes individually identifiable health information, such as social security number, name, account number, member identification number, postal address, phone number and license number, which is transmitted or maintained by a covered entity in any form or media (includes electronic, oral and written information). Types of PHI you might handle consist of information on eligibility, enrollment, claims, claims appeals, reports from third-party administrators or other vendors, coordination of benefits determinations and medical conditions.

This online course, which takes approximately 30 minutes to complete, is specifically designed and recommended for all supervisors and managers. Supervisors and managers may have access to documents and information containing individually identifiable health information for their employees, so it is important they are aware of HIPAA (Health Insurance Portability and Accountability Act) and their responsibility for guarding employees Protected Health Information (PHI) and enforcing regulations. Supervisors and managers are highly encouraged to complete this course every two years. HIPAA training courses (online or in person) sponsored by organizations other than SBO will not satisfy this requirement. Please note: Any change to the Federal HIPAA regulations may require you to complete an updated version of the online course prior to your two year timeframe. You will receive notification if this occurs. Supervisors and managers that work in human resources, benefits or payroll must complete the standard “HIPAA Privacy, Security and HITECH Training.” If you complete the standard “HIPAA Privacy, Security and HITECH Training”, you are not required to complete the “HIPAA Privacy, Security and HITECH Training – For Supervisors and Managers.”

I was assigned the training and received an enrollment email. Now what do I do?

Follow the instructions in your enrollment email –

  1. Access the Delaware Learning Center through either State Sign-On or Standard Login. Please review the Delaware Learning Center FAQs for more information about how to use the system.
  2. Once logged in, you will see “HIPAA Privacy, Security and HITECH Training Certification” under the “Certifications” menu. Click the title of the certification.
  3. When the Certification Details screen opens, click Request beside the appropriate course (Important: You only need to complete one of the courses, NOT both). When the Course Details screen opens, click Request again.
  4. You will automatically return to the Certification Details screen and this time, click Launch beside the appropriate course.
  5. After you finish the course, please be sure to fill out the Evaluation in DLC within 14 days of completing the course in order for the training to show as completed.

I was not assigned the training, but want to enroll in a course. What do I need to do?

  1. Access the Delaware Learning Center through either State Sign-On or Standard Login. Please review the Delaware Learning Center FAQs for more information about how to use the system.
  2. Once logged in, enter “HIPAA Privacy, Security and HITECH Training” in the search box (located at the top right corner of the screen).
  3. Click on the Certification option for “HIPAA Privacy, Security and HITECH Training.”
  4. When the Training Details screen opens, click Request to add the certification to your transcript.
  5. When your Transcript screen opens, click Manage.
  6. The certification screen will then open and you will need to click the Request link beside the appropriate course at the bottom of the screen. (Important: You only need to complete one of the courses, NOT both)
  7. When the Course screen opens, click Launch.
  8. After you finish the course, please be sure to fill out the Evaluation in DLC within 14 days of completing the course in order for the training to show as completed.
