Flexible Spending Account (FSA) Program
The FSA Open Enrollment period for Plan Year 2015, is now closed. If you did not complete the enrollment process as of midnight, December 2, 2014, changes/enrollment at this time will require a Qualifying Event (QE).
Group Health Insurance Program's (GHIP) Eligibility and Enrollment Rules (EER)
The State Employee Benefits Committee (SEBC), in accordance with Delaware Code, has approved revisions to the EERs effective July 1, 2014. These revisions have been made to ensure compliance with applicable federal and state laws and to provide clarifying language to members of the GHIP. Read More.
Disability Insurance Program (DIP) Rules & Regulations
On May 16, 2014 and pursuant to state law, the State Employee Benefits Committee (SEBC) voted to amend the rules and regulations for the general administration of the Disability Insurance Program (DIP). The revisions to the DIP Rules and Regulations are effective July 1, 2014 and clarify provisions of the program. Read More.
Affordable Care Act
The Affordable Care Act requires the State of Delaware to send a Notice of Coverage Options to all current state employees by October 1, 2013. On September 16, 2013 the state sent a Notice entitled “New Health Insurance Marketplace Coverage Options and Your Health Coverage” to full-time, part-time and casual seasonal employees.
