Pursuant to the State's Administrative Procedures Act (Title 29, Chapter 101 of the Delaware Code) and under the authority of 29 Del. C. §5256, on January 30, 2012 the State Employee Benefits Committee (SEBC) adopted rules and regulations for the general administration of the Disability Insurance Program (DIP) established pursuant to Title 29, Chapter 52A of the Delaware Code. The purpose of the Disability Insurance Program Rules and Regulations is to provide State employees and administrative staff with access to policies and processes that have been developed since inception of the Disability Insurance Program. The Civil Union and Equality Act of 2011 is effective on January 1, 2012 and creates a legal relationship of civil unions in the State of Delaware. The Act further recognizes legal unions between two persons of the same sex entered into jurisdictions outside of Delaware provided that such unions and the parties thereto meet Delaware eligibility requirements to enter into a civil union in the State of Delaware. Persons who enter into a lawful civil union in Delaware on or after January 1, 2012 or whose legal union is recognized under Delaware law on or after January 1, 2012, will have the same rights, benefits, protections, and responsibilities as married persons under Delaware law.
